Karen Dabney is the co-founder, and Chief Executive Officer of AGAPA LLC. She holds over 15 years of experience in Special Education and Human Services. Her areas of responsibility include operations, and management of the program, which currently serves 47 clients and employs 7 staff. She also supervises the design and implementation of new programs, as well as the community and business relationships that pertain to AGAPA’s Psychiatric Rehabilitation program. With a 15-year tenure at Kennedy Krieger Institute as a Special Education Teacher, her work history includes her 5-year employment as a Behavior Specialist at Hannah Moore. She continued specializing in Special Education at various group homes and organizations, including NCIA, where she served as a Vocational Coordinator at their Career Development Center. She opened AGAPA LLC in June of 2009, where she chose to partner with Wayne Smith, Program Administrator, Kevin Bonner, Rehabilitation Specialist, and David Dubose, Program Manager.
Wayne T. Smith | Administrator
Wayne T. Smith is the co-founder and Administrator of AGAPA LLC, where he supervises both the Rehabilitation Specialist and the Program Director. With 24 years of working with children with special needs. He oversees and operates the agency’s financial planning, cash management general accounting, and financial reporting. He also runs groups that cater to specific life-skills of the clients and families. He carries out the duties and responsibilities as Human Resources Generalist of AGAPA LLC. He served as a Court Liaison for Community Detention at Department of Juvenile Services for 15 years, and he has devised strategies and programs such as “Talks My Father Never Had With Me”, a group for males with limitations from grades 4 –to grade 12. His work history includes his position as a House Manager for the Safe Healing House for 10 years, a residential facility where he met Karen Dabney, CEO. Currently aside from his position as Program Administrator for AGAPA LLC, he Works for Metropolitan Baltimore QUADEL, a housing consulting program that finds homes that are reliably in costs for people who are on waiting lists for housing that are vacant. He currently serves as the Treasurer for the Park Heights Improvement Association, and Treasurer for Candidate Will Hannah, House of Delegates for the 40th District. Also as a faithful servant of Baltimore, he will be inducted in the 100 Professional Black Men in May 15, 2010, a mentoring program.
David DuBose | Program Director
David Dubose is the Program Director at AGAPA LLC. David holds the responsibility of developing program plans and activities in accordance with agency procedures and managing work assignments and partnership agreements for AGAPA LLC. Mr. Dubose brings a large area of expertise in the field of Program Management to AGAPA LLC. Prior to joining AGAPA LLC, Mr. Dubose worked in Human Services at the Charles Hickey School, where he worked on the Sexual Offenders Unit. His extensive history in human services includes his role as Program Manager at Mind Over Matter Health Services Inc., Clinical Case Manager at Chesapeake Connections, Milieu Supervisor at Chesapeake Treatment Center, Intake Coordinator at Maryland General Hospital’s Detoxification Program, and his current position as a Case Manager at NCIA’s Career Development Center, while serving the Sheppard Pratt adolescent residential facility as a Residential Counselor. He received his Bachelor of Science degree from the University of Phoenix, where he majored in Business Administration.
